If you receive US Dollars or Euros into your Indian bank account via PayPal, having the INR credit entry on your bank statement is not sufficient proof for GST and Income Tax authorities. You need a statutory Foreign Inward Remittance Certificate (FIRC).
1. What is an FIRC / FIRS?
A Foreign Inward Remittance Certificate (FIRC), or its digital equivalent FIRS (Foreign Inward Remittance Statement), is an official document issued by an Authorized Dealer (AD) Category-I Bank in India confirming that funds originated outside India in convertible foreign currency.
2. Why It Protects You from Tax Notices
Without an FIRC/FIRS:
- GST Zero-Rating Denial: Section 2(6) of the IGST Act requires proof of payment in foreign currency for export of services. Without an FIRC, GST officers can treat your international earnings as domestic supplies and demand 18% GST + interest.
- Income Tax Scrutiny: Large unexplained bank credits can trigger automated inquiries regarding source of funds under FEMA and Income Tax provisions.
3. How PayPal Processes Remittances in India
PayPal uses partner processing banks in India (such as Citibank). When a foreign buyer pays you $1,000, PayPal converts the money to INR through Citibank and executes a domestic NEFT transfer to your HDFC, ICICI, or SBI account. Because the final transfer looks like a domestic credit on your bank passbook, your local bank cannot issue an FIRC directly without PayPal's remittance advice!
4. How to Download FIRS from PayPal India
- Log into your PayPal India Business Account.
- Navigate to Activity > Statements > Custom > Foreign Inward Remittance Advice (FIRA).
- Select the date range (e.g., past month or quarter).
- PayPal generates a monthly consolidated statement with Citibank UTR numbers and Purpose Codes (e.g.,
P0802orP1007). - Download the PDF and file it alongside your zero-rated export invoices.
5. Requesting FIRS from Your Local Bank
If you receive direct international wire transfers (SWIFT) instead of PayPal, your receiving bank (HDFC, SBI, ICICI, Axis) can generate a digital e-FIRC directly inside NetBanking under the Foreign Forex/Remittance section for free or a nominal fee of ₹100.
